This idea has implied that citizen participation and its much boarder concept Social Capital has one of key drivers to realize the new plan. We have figured out the present conditions of Social Capital focusing on \"participation\" quantitatively and qualitatively to make clear whether social capital, specifically community building through participation in Kinki area has a potential to contribute the new plan of country developments through realizing the new pubic spheres. We could pointed out that Kinki area had the strength of specific type of bridging Social Capital, such as theme based activities and bonding Social Capital based on daily office activities.
