The result of the review of local network analysis for the relation of local resident's real network was firstly showed. Next, pre research was showed about the category of social media in order to make the relation clear among value, real life and information exchange. This paper also refers the discourse of the social capital and public governance in ICT. In addition to that the importance of \"platform\" of information system was stressed. Finally Japanese E-governance policy was surveyed by referring OECD, World Bank and some influential cases. Problems such as unification of information format and government fragmented structure were pointed as the problem for proceeding the E-governance policy.
